How a permit moves through Unincorporated Miami-Dade
Where the application starts
Online portalPlan-review work is submitted through the County’s Electronic Plan Submittal (EPS) portal, with plans digitally signed and sealed. Trades with no plan review — electrical, plumbing, mechanical, roofing, gas — are applied for, paid and printed through County e-Permitting.

Where plans and documents go
Online portalPlans are uploaded to the EPS portal, digitally signed and sealed — the County states plainly that “scanned copies of hard copy signed and sealed plans will no longer be accepted”. One PDF per plan sheet, flattened to a single layer, unencrypted, scanned at no more than 300 dpi, each file named with its discipline code first (A-101), and the whole plan set under 250 MB. Calculations are grouped into one PDF with a cover page first; each NOA or Florida approval is one PDF with its installation details, never isolated pages.

Status and corrections
Online portalSubmitting returns a UP number and an e-mail confirmation. Intake reviews it and, on approval, issues the building application process number beginning with C, N or M — and the County is explicit that “plans will not be reviewed until the required upfront fees are paid”. A correction is filed as a Rework against the C, M, N or UP number: the corrected files keep their original names with the rework date appended (A-101-3-26-2020) and ONLY the sheets requiring correction are resubmitted, never the whole set. From the Tracking page the applicant can click a staff member’s name to e-mail the reviewer directly.

Fees
Miami-Dade County Department of Regulatory and Economic Resources (RER)’s fee schedule: Miami-Dade County — Implementing Order 4-63, Fee Schedule for Regulatory and Economic Resources (Building and Neighborhood Compliance), effective Effective 26 June 2026 (Implementing Order 4-63, ordered 16 June 2026 and effective 26 June 2026, superseding the order of 26 June 2025; authority is Ordinance 76-70, the Home Rule Charter, Code sections 1.01, 2.02A, 2-1324, 8-2, 8-5, 8-6.1, 10-15, 8CC-6 and 8CC-7, Chapter 2 Article LXXI, Code chapters 8, 10, 17, 17A, 17B, 19, 21, 30 and 33, Implementing Orders 2-5 and 4-120, Administrative Order 4-115, Florida Building Code section 108 and Florida Statutes chapter 553).
Fees are worked out from: Up-front processing fee, credited toward the final building permit fee and not refundable: new single family or duplex, per square foot — 0.60; Up-front processing fee: alterations or repairs to a single family residence or duplex, per square foot — 0.30; Up-front processing fee: a commercial building permit application, per square foot — 0.26; Single family and duplex alterations or repairs, per total square footage of the structure — 0.500, capped at a maximum recorded below; Single family and duplex additions, per square foot — 0.96; new detached single family and duplex construction — 0.96; new multi-unit single family townhomes — 0.40; master model not-for-permit — 0.58; master model for-permit — 0.82; prefabricated utility sheds with slab over 100 square feet — 147.00 per unit; All other occupancy groups: tiered per square foot of gross area, the first 100,000 square feet at one rate and each additional square foot at another, the total being the sum of the tiers.
Minimums: Minimum building permit fee for residential dwellings (single family, duplex) and for all other uses, recorded as an amount below; it does not apply to add-on permits supplementary to an outstanding permit for the same job.
Charged on top: Double fees, additional inspection fees, and a lost/revised/reworked plans fee are each their own section; An RER surcharge, a State-mandated surcharge, expedite fees and interest on unpaid amounts; Excessive rejection of plans is charged, applicable to all trades; Private provider discounts: 15 per cent off regular permit fees for alternative inspections, but never off the minimum fee; The County warns that a permit fee also carries charges from DTPW, Development Services, DERM, Fire Rescue, Water and Sewer and the State.
