Town of Bay Harbor Islands’s fee schedule: Town of Bay Harbor Islands — Resolution No. 2555, Building Department Permit Fee Schedule, effective Applies to all applications submitted on or after 11 February 2026 (Resolution No. 2555 of the Mayor and Town Council, adopting updated fee schedules for building, planning and zoning services and repealing conflicting schedules; the Council’s stated reason is full cost recovery after a comparison with North Miami, Bal Harbour, Surfside, Sunny Isles Beach, Miami Beach and North Miami Beach found the Town’s fees significantly below regional rates).

Fees are worked out from: The master building permit fee is based on the estimated cost of construction INCLUDING all systems — either a verified contract figure or the estimated cost computed per the latest R.S. Means Square Foot Costs, whichever is greater; Separate sub-trade values for electrical, plumbing and mechanical are set the same way, contract figure or R.S. Means, whichever is greater; New construction: a minimum, or 3 per cent of job cost — a copy of the contract is required; Addition or alteration to an existing structure: a minimum, or 2 per cent of job cost — a copy of the contract is required; Each of electrical, plumbing and mechanical: a minimum, or 3 per cent of the sub-trade job cost; Up-front processing fee, non-refundable and due at the time of application for both residential and commercial permits: a minimum; jobs of 5,001 or more at 10 per 1,000 of job cost; single family a flat amount; multi-family or commercial a flat amount or 30 per cent of the permit fee.

Minimums: Building, electrical, plumbing and mechanical each carry a minimum permit fee; the up-front processing fee carries its own.

Charged on top: 40-year recertification review: an initial review fee plus a further fee per revision; Structural and civil plan review charged per hour, at different rates; Unsafe structure inspection and re-inspection, and after-hours or weekend inspections, each per inspection; Change of contractor, permit card replacement, lost plans per page, and building or zoning information letters; Anything not specifically covered is charged at payroll rate plus 50 per cent, with a minimum.
