How a permit moves through Village of Biscayne Park

Where the application starts

Online portal

The Village publishes a downloadable application and an Owner-Builder Affidavit, but all permits and approvals are submitted electronically on the CAP portal, where the applicant registers and then uses “Submit a Project for Review”.

Where plans and documents go

Plans and documents go through the same CAP portal; the Village publishes separate uploading instructions.

Status and corrections

Online portal

The CAP portal’s own description of its submittal overview: it “displays all of your submitted projects, their current status, and also allows you to begin the resubmittal process” — so a correction is answered by starting a resubmittal against the project, in the same account it was filed from. Inspections are scheduled there too.

Fees

Village of Biscayne Park’s fee schedule: Village of Biscayne Park — Master Fee Schedule, effective June 2026 (Amended and adopted by the Village Commission on 18 June 2026, as the linking page states).

Fees are worked out from: Square footage for building work; Project cost estimate for roofing; Per-trade review fees on top of the base rate.

Minimums: Permit base fee: a minimum, recorded as an amount below; An upfront fee credited towards the permit fee, non-refundable, recorded below.

Charged on top: Review fees are added to every square-foot rate on the schedule; Electrical fees ride along with solar and generator permits.

Village of Biscayne Park does not publish where fees are paid. The Village publishes what the fee is and not where it is settled: its own fee schedule sets the rates, and its checklist says sub-permits are “issued and invoiced separately from the master”, so an invoice exists. The CAP portal takes submissions and inspections only, with no payment service. Ask the Building Permit Coordinator at building@biscayneparkfl.gov or 305-899-8000 how the invoice is paid before you plan around it.
