More than one way

The Village’s submittal checklist says “All permits are submitted electronically online. Users must have a valid login for the online permitting system” — and each contact, qualifier and owner should hold their OWN ACA login, with runners, consultants and expeditors barred from sharing one e-mail across multiple owners, addresses or projects. The portal itself says something softer: “The Village of Key Biscayne will continue its regular practice of accepting hardcopy (paper) submittal of applications and plans. Paper submittals will be scanned into the portal before review.” Sheets at 8.5×11 or 11×17 are scanned free of charge; larger paper files may attract a scanning fee. Permits are processed 7:30 a.m. to 1:30 p.m. Monday to Thursday, and the Village states there is no walk-through service at present.

Online portal

Everything is uploaded in PDF only, and it is ONE set of digitally signed and sealed plans, drawings, specifications and NOAs. The Village suggests batching plans by trade or discipline, with a warning attached: any rework must be resubmitted in the SAME batch format, and Miami-Dade County review currently requires individual files.

Village of Key Biscayne does not publish where fees are paid. Three of the Village’s own surfaces were opened and none says where a building permit fee is settled — the portal offers submission, search and inspections only, and the one payment link on the department page is for code violations. The Certificate of Occupancy checklist does require “proof of payments billed and collected… copies of the invoices and cancelled cheques” at the end of the job, so invoices exist. Ask the department on 305-365-5512 how a permit invoice is paid.
